Lakeshore Compliance Partners helps Illinois employers comply with HB 3773 — the AI provisions of the Illinois Human Rights Act — by building the one thing most companies are missing: a complete, dated, defensible compliance file.
We are not a law firm, and we don't write memos and walk away. We do the implementation work: inventory every place AI touches an employment decision, draft the required notices, build the policy, document vendor diligence, train your team, and assemble the evidence the way an auditor would build a file to survive examination.

Why an auditor built this
Marc E. Marcus founded Lakeshore after 15 years as an audit and tax professional — work built entirely around a single discipline: producing documentation that holds up when someone demands to see your support.
Over those years, Marc worked extensively with manufacturers, distributors, and real estate companies — the same industries now scrambling to make sense of a brand-new compliance obligation — and through IRS examinations, where the entire exercise is substantiation: can you prove what you claimed, with a clean and organized file?
When HB 3773 took effect, Marc saw the same problem he'd spent his career solving, wearing different clothes. Underneath the employment-law language, HB 3773 compliance is an audit-and-controls problem: map what touches a decision, test it against a standard, document the gaps, build the controls, and assemble evidence. Most consultants approach it as a templating exercise. Marc approaches it the way you'd want any defensible file approached — with the assumption that someone, someday, may ask to see it.

Lakeshore is a compliance consultancy, not a law firm. We work alongside your employment counsel, not in place of them. Your attorney owns the legal interpretation; we own the operational build — the inventory, the drafting, the vendor review, the training, and the assembled file.
